Funding for services and supports is determined through the enrollment process including a standardized assessment. Southeast Iowa Link (SEIL) shall be the funder of last resort and regional funds shall not replace other funding that is available.

Mental Health Agency of Southeast Iowa (MHASEI) is a Mental Health & Disability Services (MHDS) Region comprised of thirteen counties. (Appanoose, Des Moines, Davis, Henry, Jefferson, Keokuk, Lee, Louisa, Mahaska, Monroe, Van Buren, Wapello & Washington counties.) Each county has a local access office where people may apply for service funding, receive referrals and get questions answered. The local Coordinator of Disability Services (CDS) or other staff is available to assist applicants.

Mental illness, also called mental health disorders, refers to a wide range of mental health conditions — disorders that affect your mood, thinking and behavior. Examples of mental illness include depression, anxiety disorders, schizophrenia, eating disorders and addictive behaviors.
According to Johns Hopkins, an estimated 26% of Americans ages 18 and older — about 1 in 4 adults — suffers from a diagnose mental disorder in a given year.
Many people suffer from more than one mental disorder at a given time. In particular, depressive illnesses tend to co-occur with substance abuse and anxiety disorders.
Approximately 9.5% of American adults ages 18 and over, will suffer from a depressive illness (major depression, bipolar disorder, or dysthymia) each year.
